NPC Star Fleet Captain
Captain Paul Carter is the Commanding Officer of the USS Wilson. He is close friends with Commodore Daniel Butterworth and was responsible for delivering a package to the Pacifica in 2380. The package contained a number of Butterworth's personal affects including an engagement ring that Butterworth used to purpose to Connie Morgan. Captain Carter attended the wedding of the happy couple on Earth in early 2382.
