NPC Romulan Officer

Tovor Relal was serving as the Levix's Chief Science Officer during the warbird's search of the Albanar Nebula with the USS Pacifica. Relal worked closely with the Pacifica's two liason officers and used the opportunity to learn more about the planets of Earth and Cait from L'Verrem and Horne.
